Participatory workshop with residents of Vogelbuurt in Tegelen, Venlo.
Een stuk grond draagt vaak vele belangen en bewoners hebben meestal geen positie waarin zij vrij kunnen denken als mede-makers van hun leefomgeving. Beslissingen worden door anderen genomen op basis van niet altijd even transparante procedures. Dit stompt de betrokkenheid van de bewoners bij hun eigen buurt af. Om het publiek weer te betrekken bij hun leefomgeving, is ruimte voor creativiteit nodig. Om die ruimte voor creativiteit te scheppen, maakte ik een maquette van een concrete buurt waarin alle huizen los zaten en waar - in tegenstelling tot de traditionele ‘participatie’ werkvormen, juist geen spelregels gelden. Ik benaderde met deze maquette de buurt als een totaal-sculptuur en de bewoners gaf ik de rol van makers van dat sculptuur.
De maquette veroorzaakte een perspectiefwisseling bij de bewoners: de buurt werd als geheel overzien, hun huizen konden in de hand worden gehouden. De blik werd verruimd van de eigen achtertuin naar het grotere geheel. Het feit dat ieders huis terug te vinden was in de maquette bleek de bewoners te verbinden. Door met elkaar om de maquette heen te staan, konden klachten worden omgezet in voorstellen. De bijeenkomst in Tegelen resulteerde in een aantal ‘quick wins’, die bewoners, gemeente en woningcorporatie met elkaar verder konden oppakken. Er ontstonden nieuwe contacten tussen bewoners en tussen medewerkers van lokale instanties en bewoners. Ook is er een initiatief onder de bewoners ontstaan om een plan te ontwikkelen voor de transformatie van de verwaarloosde helling, waar de buurt na de oorlog op gebouwd is, tot een groen, verticaal park.
A piece of land often carries many interests and residents usually do not have a position in which they can think freely as co-creators of their living environment. Decisions are made by others based on procedures that are not always transparent. This dulls the involvement of residents in their own neighbourhood. In order to involve the public in their living environment again, space for creativity is needed. In order to create that space for creativity, I made a model of a specific neighbourhood in which all the houses were loose and where - in contrast to the traditional 'participation' working methods - no rules apply. With this model, I approached the neighbourhood as a total sculpture and I gave the residents the role of creators of that sculpture.
The model caused a change of perspective among the residents: the neighbourhood was viewed as a whole, as every house could be held in every hand. The view was expanded from their own backyard to the bigger picture. The fact that everyone's house could be found in the model appeared to connect the residents. By standing around the model together, complaints could be converted into proposals. The meeting in Tegelen resulted in a number of ‘quick wins’, which residents, the municipality and the housing corporation could work on together. New contacts were created between residents and between employees of local authorities and residents. An initiative was also created among residents to develop a plan for the transformation of the neglected slope, on which the neighbourhood was built after the war, into a green, vertical park.
